The Yemeni Coalition for Monitoring Human Rights Violations (Rasd Coalition) warns of the rapidly deteriorating humanitarian situation for civilians and displaced persons as a result of the recent military escalation in Mokha and the western coast, accompanied by armed clashes that have led to large waves of displacement from Hays, Al‑Khokha, Mokha, and other western‑coast regions toward Taiz, Lahj, Aden, Abyan, and other governorates, amid fears of continued and expanding displacement.

The current displacement follows the Houthis’ takeover of the districts of Hays and Al‑Khokha and advancing  toward Mokha and Bab al‑Mandab during recent clashes with government forces, accompanied by worsening security conditions and rising risks threatening civilians’ lives and safety, prompting thousands of families to leave their areas in search of safety.

According to the latest unified report of the Executive Unit for IDP Camp Management, the number of newly displaced families reached 13,980 families (95,324 individuals) as of 13 September in the governorates of Hodeidah, Taiz, Lahj, Aden, Abyan, and Shabwa, including 54,643 displaced persons in Taiz, 19,005 in Lahj, 5,555 in Aden, and 5,740 in Abyan, with displacement movements continuing and urgent needs for shelter, food, water, health, protection, and basic assistance.

Rasd Coalition recalls that it had previously documented—together with GRC, SAM, and Misaala—the violations and damages suffered by coastal communities, especially fishermen, including killing, injury, detention, ill‑treatment, destruction and confiscation of boats and fishing equipment, and loss of livelihoods, resulting in displacement and deterioration of economic and living conditions. Rasd Coalition affirms that the current displacement wave comes within an accumulated context of violations that have weakened the resilience of families and coastal communities.

Rasd Coalition warns that continued displacement, amid limited humanitarian resources and weak international response, places displaced families and host communities under increasing burdens and exposes children, women, the elderly, persons with disabilities, and the most vulnerable groups to additional risks related to protection, health, food, shelter, and livelihoods.

The Yemeni Coalition for Monitoring Human Rights Violations calls on the Yemeni government and local authorities to assume their responsibilities in protecting civilians and displaced persons, providing urgent needs for displaced families, and ensuring nondiscriminatory access to assistance. It also calls on the United Nations, humanitarian organizations, and donors to scale up emergency response and provide shelter, food, water, healthcare, protection, and cash assistance, and to support affected host communities.

The Coalition further calls for strengthening mechanisms for monitoring and documenting displacement, tracking displaced families, providing psychological and social support to the most affected groups, assisting families that lost their livelihoods and property in restoring their means of living, and ensuring victims’ right to compensation and redress, including affected fishing communities on the western coast.

Rasd Coalition reiterates its call on the armed Houthi group to comply with international humanitarian law, protect civilians and civilian objects, refrain from targeting residential areas and IDP camps, and take necessary measures to prevent further forced displacement, affirming that protecting civilians and holding perpetrators accountable will be achieved sooner or later, and that such violations have no statute of limitation.
